The Avenue of Flags began in 1981 when funeral directors John Moenck and Wayne Davis wanted to provide a fitting tribute to Veterans in the Washington area. With only 31 flags at its inception, the project has grown by leaps and bounds, adding about 20 new flags and flagpoles each year. The tribute was designed to honor veterans but has been modified for families to honor a loved one even if he or she was not in the armed forces.
